The PSARA License (Private Security Agency Regulation Act)  is a law enacted by the Government of India to regulate private security agencies operating in the country. Under this act, all private security agencies are required to obtain a license to operate legally. 

Procedure to apply for a PSARA in India:

• Eligibility: Ensure that your private security agency meets the eligibility criteria set by the PSARA  Act and the respective state government.
• Documents Prepration: Gather all the necessary documents required for the license application. These may include:
  • Memorandum and Articles of Association (for companies) or Partnership Deed (for partnerships) of the agency.
  • Proof of address of the agency’s registered office.
  • Police verification report of the agency’s directors or partners.
  • Details of security personnel, their training records, and employment contracts.
  • Financial records and solvency certificate of the agency.
  • GST registration certificate.
  • PAN card and Aadhar card of the agency’s directors or partners.
• Visit the Official Website: Go to the official website of the respective state’s controlling authority for private security agencies.
• Create an Account: If required, create an account on the website i.e https://psara.gov.in/ to access online services.
• Fill Application Form: Find the online application form for the PSARA license Registration. Fill in all the required details accurately and upload the necessary documents.
• Pay Fees: Pay the prescribed application fees through the available online payment options.
• Submit Application: Review the application form and attached documents before submitting the application online.
• Acknowledgment and Tracking: After submission, you will receive an acknowledgment of your application. Note down the application number or take a printout of the acknowledgment for future reference. You may also receive a tracking number to check the status of your application.
• Verification and Inspection: The Delhi Police Licensing Unit may conduct an inspection of your agency’s premises and verify the details provided in the application.
• Approval and License Issuance: If your application meets all the requirements and passes the verification process, you will be issued the PSARA license. The license will be either delivered to your registered office address or available for download from the online portal.
• Renewal: The PSARA License needs to be renewed periodically as per the applicable rules and regulations.

Entities or individuals that fall under the following categories are required to take a PSARA license:

• Private Security Agencies: Companies, firms, partnerships, or any other entities providing security services for a fee are considered private security agencies. These agencies offer services such as security guards, armed guards, security personnel for events, personal security, and more.
• Individual Security Guards: Individuals who work as security guards or provide security services directly to clients on a contractual basis must also be employed by a licensed private security agency. They cannot work independently without the agency’s backing.
• Event Security Service Providers: Entities providing security services for events, gatherings, concerts, conferences, or any such public or private occasions are also required to obtain a PSARA license Registration.
• Electronic Security Systems Providers: Companies or individuals offering services related to electronic security systems like CCTV installation, access control systems, alarm systems, etc., are often considered within the purview of private security agencies and may need to obtain the PSARA.
